Oh and when I disable the theme, the houses start growing. But I have enabled a theme for this district and it did used to grow buildings there but not anymore? District Themes Can be set from the district policy menu by clicking on the Themes tab. Be sure to reread what I wrote before about City Themes to understand the consequences.
If you select a theme that doesn't have assets with ALL the levels OR measurements, some buildings will not level up. City Themes Can be set for your entire city by clicking on the policy menu, then switching to the Themes tab.
